A number of American universities give temporary waiver to the applicant, regarding one of the requirements. In most cases, the waiver is given for the proof of English language proficiency. In that case, the student is expected to enroll in an ESL course at one of the selected ESL centers, and accomplish the required level of English within a certain given time.
In other instances, universities could offer admission to a good prospective student, awaiting they finish high school, or even their undergraduate studies in the case of students applying for a master program.
